1. Summary

To ensure the stability and continuity of AssangeDAO’s current governance and execution structure, this proposal recommends the addition of two Multisig Signers. Candidates will be selected through an open nomination, community discussion, and Snapshot voting process.

This proposal is intended to restore the smooth functioning of Snapshot-based governance and fund execution, while also sending a clear signal of revival and forward momentum to the community and the public. It further acts as a structural reboot, inviting capable contributors to actively participate in the DAO’s future.

2. Rationale

AssangeDAO has not yet fully transitioned to on-chain governance and currently depends on Snapshot voting and Gnosis Safe multisig execution. Due to the departure of original signers (e.g., Fiskantes and McKenna), there is a need to restore efficiency and improve transparency. This proposal establishes an open and transparent process to elect two multisig signers, signaling the DAO’s continued operational maturity and commitment to decentralization.

This proposal reflects a consensus reached by GTU members and seeks to fill these governance gaps through a transparent, community-driven process. It also marks a formal restart of the DAO’s governance infrastructure and invites new contributors aligned with its founding mission to take part.

3. Roles & Responsibilities

  • Required to execute approved Snapshot proposals on Gnosis Safe within 72 hours.
  • May delay execution in exceptional cases (e.g., legal or security concerns) with public justification.
  • Must maintain responsiveness and ensure transparency and accountability for fund flows.

4. Nomination Process

  • Duration: 3 weeks
  • Eligibility: Open to self-nominations or third-party nominations (with nominee confirmation)
  • How to Nominate: Post under this forum thread with the following suggested content: Suggested ‘Nomination Template’:
    • Wallet address (ENS if applicable)
    • Brief bio and relevant background
    • Public links (e.g., Twitter/X, GitHub, ENS, etc.)
    • Statement of alignment with Julian’s mission or values
    • Understanding of the role and commitment to fulfill it

5. Evaluation & Selection Process

  • Discussion Period: 2 weeks
    • Community members may ask questions, show support, or express concerns regarding nominees.
  • GTU Evaluation Criteria:
    • Governance activity and track record
    • Community trust and recognition
    • Skill and role fit
  • Selection: GTU discusses for a week and will shortlist 5 finalists, submitted for a Snapshot vote. The top 2 vote-getters will be officially added to the multisig.

6. Term Length & Removal Mechanisms

  • Multisig Signers:
    • Term: 2 years; eligible for re-election via new nomination and voting
    • Voluntary Resignation: Permitted with prior notice and support for access transition
    • Automatic Removal Without Vote:
      • Formal resignation
      • Criminal conviction
      • Proven abuse or attempted misuse of funds
      • Proven collusion with anti-DAO actors
    • Community-Triggered Removal (via Snapshot):
      • Documented misconduct
      • Repeated failure to perform signing duties
      • Security or governance risk
      • Violation of Julian’s values or DAO principles

7. Governance Design

  • Proposal Lifecycle:
    • Draft shared on the forum for discussion.
    • Final version formatted by Proposal Author and submitted to Snapshot.
    • If passed, execution is carried out via Gnosis Safe by Multisig Signers.
  • On-chain / Off-chain Structure:
    • Voting: Off-chain via Snapshot
    • Execution: On-chain via Gnosis Safe
    • Coordination Tools: Forum (long-form discussion), Discord/Telegram (real-time chat), Snapshot (voting), Gnosis Safe (execution)
  • Treasury Management:
    • Funds are secured in Gnosis Safe multisig wallets
    • Spending is permitted only after Snapshot approval
    • All transactions are publicly verifiable and auditable

8. Attack Mitigation

  • Signer Removal: Signers can be removed via Snapshot or automatically for violations
  • Transparency: Proposal and treasury actions are publicly visible and archived
  • Sybil Resistance: Strengthened via ENS and possible future delegation mechanisms
  • Role Separation: Proposing and executing powers are split between roles to minimize abuse

9. Alignment with Julian Assange

This proposal is focused solely on restoring AssangeDAO’s basic governance capacity.

10. GTU (Governance Transition Unit)

  • The GTU is a temporary coordination body established during AssangeDAO’s governance paralysis to facilitate recovery and restore functioning processes.
  • According to AIP-12 and the conditions set forth here, the GTU will automatically dissolve upon successful election and onboarding of the new proposal author and multisig signers.
  • The GTU is not a long-term governance body, holds no treasury control, and has no veto authority. Its role is purely transitional and procedural.

11. Communication & Moderation

  • Discussion Channels:
    • Proposals and nominations will be posted on the AssangeDAO forum
    • Telegram/Discord will support real-time coordination
    • Twitter/X will serve for outreach and updates
  • Moderation Responsibilities:
    • Maintain civility and focus in forum discussions
    • Prevent spam and abuse
    • Support proposal formatting and flow
    • Be accountable and removable by community if power is misused
  • Transparency Practices:
    • All proposal activity will be indexed and summarized
    • Signer and proposal status will be openly trackable

good, we don’t need Fiskantes and McKenna,we should delete them and add more new active members

The new proposal has finally come out. I hope it can proceed smoothly. I would like to thank Zylo for his hard work and hope that the Assange family can support the subsequent work of this proposal.
