I believe that the upper limit for adding ETH to the liquidity pool should be increased. It is feasible to pilot with 10 ETH, but it would be better to increase it to 30 or even 50 ETH in the future

AIP-20: Execute AIP-19 Staking and Liquidity Stage 1
1. Summary
AIP-19 passed in November 2025. The staking slice was never executed. This proposal executes that slice and adds a first liquidity position. Thirty percent of treasury ETH, about 60 ETH, is staked with Lido as wstETH. No leverage. No restaking. Rewards go to the Perpetual Fund and are not spent until holders have voted on an updated mission. About 10 ETH, plus JUSTICE the treasury already holds, is added as a 50/50 full-range position in the existing JUSTICE/WETH pool. The rest of the treasury, including Clock, stays in the Safe.
2. Motivation
Holders approved a 30% stake a year ago. It has not been done. A first liquidity position is a smaller, separate step, so JUSTICE can be bought and sold in the existing pool. Larger decisions wait until there is data.
3. Proposal Details
3.1 Stake
Thirty percent of treasury ETH, about 60 ETH, is staked with Lido as wstETH. No leverage. No restaking. All rewards go to the Perpetual Fund. Rewards are not spent until holders have voted on the updated mission. The liquidity below comes only from unstaked ETH. 30% is measured on the Safe’s ETH balance when the vote closes. Rewards are the increase in the stETH value of the wstETH held over the amount staked. They stay in the wstETH and are reported quarterly until holders vote to spend them.
3.2 Liquidity stage 1
About 10 ETH, plus the treasury’s own JUSTICE, is added as a 50/50 full-range position in the existing JUSTICE/WETH 1% Uniswap v3 pool, 0xfe7aff6f4f1b0d9f65767e96573e6df8b1ff5920. The Safe holds the position directly. The 10 ETH cap includes any ETH used to buy JUSTICE. The liquidity is drawn from AIP-19’s ecosystem allocation. AIP-19’s other allocations are not executed here and will be decided in a later vote.
JUSTICE is bought through a CoW Swap TWAP order, in equal daily parts, over at least 14 days. Each part has a hard maximum price: the lower of 115% of the volume-weighted average price of all trades in the pool over the 7 days before the vote closes, calculated from on-chain swaps and published with the order, and 4 times the treasury’s ETH per JUSTICE. That figure is ETH and staked ETH held by the Safe, divided by total JUSTICE supply. Both price limits are measured when the vote closes. Parts that cannot fill at that price expire, and the ETH stays in the Safe.
The treasury’s own JUSTICE, and matching ETH, go in straight away. Purchased JUSTICE and its matching ETH are added once, when buying ends. If purchases fall short, the position stays at whatever is balanced. This vote also authorises the one-off Safe setting the order needs, for this purpose only. The Safe’s fallback handler is restored to the current one when buying ends.
3.3 Report
A public report each week, posted on the forum by Gabriel or a volunteer, compared with the 30 and 90 days before 5 October: price impact for 0.5, 1 and 2 ETH trades in each direction, median daily volume, and distinct trading addresses that week, all excluding the treasury’s own trades. Also JUSTICE bought and the average price, fees, and value compared with simply holding.
3.4 Withdrawal
Signers may withdraw the position early only for a security risk, and must report it within 24 hours. No top-ups, range changes, or re-entry without a vote.
3.5 Risks
The ETH value of staked funds moves with ETH. Lido carries smart-contract risk. The liquidity position loses value against simply holding if the price moves, and holds mostly JUSTICE if the price falls.

Thank you, Zylo, for your hard‑work.but I cannot agree with this proposal. The reason is that liquidity is already insufficient at present. A test with only 10 ETH will not be of much significance. What we need is boosted liquidity to facilitate the inflow and outflow of external capital, and token economics also needs momentum. As the saying goes, “Strike while the iron is hot. If you delay, your energy will fade.” Since the proposal intends to deploy treasury funds, we should boost morale in one go. This is a make-or-break moment.

Using treasury funds to improve liquidity and the distribution of community holdings is a very common measure in the cryptographic sector, and a proactive means of management.

At present, the holders have very high expectations that the treasury will improve the liquidity pool. It is widely felt that the shallowness of the pool is a factor holding the community back.

This is intended to avoid the Treasury being disadvantaged in the future by holding too few $Justice tokens and thereby becoming exposed to greater dilution or loss of value should the token price rise significantly.

We are a community run on a cryptographic token, not a conventional NGO and not a listed company.$Justice, not ETH or any other token, must be the medium through which we operate and the principal means by which we deal with our peers.The treasury’s present holding of $Justice is a very small share of total supply. Improving liquidity gives it the chance to accumulate a far larger position: a clear statement of intent, a reserve for governance and for the risks of future products, and a margin of safety for whatever vision or mission the community adopts next.

Treasury funds contributed to the liquidity pool shall not assume, constitute, or in any way imply any responsibility for fluctuations in the token price or market capitalisation, nor shall the Treasury bear any risk or liability arising from any individual’s investment or trading activities in the public market. Except in an emergency or other critical situation, the multisig signatories shall not have the authority to withdraw funds from or re-enter the liquidity pool or staking position at their discretion. Such authority may only be exercised where the counterparty platform is facing a security risk, in which case the action must be publicly disclosed thereafter together with an explanation of the reasons. In all other circumstances, funds may only be withdrawn from the liquidity pool where the community requires access to the funds and such withdrawal has been approved through a community vote.

AIP-22: A Community Volunteer Organisation and Operations Mechanism Driven and Supported by $Justice Token.
1)社区以往的⼯作⼀直由部分贡献者义务性付出为主,后续需⼤量产品开发、运营、社群⼯作、对外合作等常务性劳务,⽽且社区中还有很多有各种技能的志愿者愿为社区建设性⼯作贡献创意和能⼒,有必要围绕$Justice 构建链上志愿者奖励体系,增强社区运⾏动⼒.
Historically, the community’s work has largely relied on the voluntary contributions of a small number of contributors. Going forward, a substantial amount of ongoing work will be required across product development, operations, community management, external partnerships, and other day-to-day activities. At the same time, the community has many volunteers with a wide range of skills who are willing to contribute their ideas, expertise, and capabilities to constructive community initiatives. It is therefore necessary to establish an on-chain volunteer reward system centred around $Justice, providing stronger incentives for sustained community participation and operations.

Thanks, bZ, for posting the Development Draft. Several of its directions, such as the treasury building a JUSTICE position, larger liquidity and volunteer incentives, deserve proper discussion in Step 2, once AIP-20 is done.
One practical point: the draft also numbers its mission proposal AIP-20, the same as Zylo’s proposal going to Snapshot tomorrow. Numbering the draft’s proposals from AIP-21 onwards would avoid confusion at the vote.

Regarding how and at what pace the Treasury funds should be utilised, different people currently have different ideas and suggested allocation levels. Personally, I generally favour establishing a comprehensive, token-driven volunteer organisation and operational mechanism, with expenditure being funded primarily from liquidity-generated income. Only when major project expenditures arise should we draw upon the funds that have not been allocated to the liquidity pool, together with accumulated income.
In this way, over the long term, the Treasury’s income-generating capacity would be positively correlated with the level of community activity and the scale of its development. This would incentivise volunteers to actively contribute to the community while also, to a considerable extent, protecting the Treasury’s reserves and enabling them to accumulate on a sustained and broadly linear basis.
This would allow us to avoid being constrained by debates over the proportion and manner in which to use the Treasury’s currently limited funds (198.832 ETH).

In drafting the proposal, I have tried to incorporate Gb’s suggestion that the community initially use 10 ETH as a starting allocation, as well as the expectations of some people who would prefer to deploy a larger amount of ETH. I have also included the proposed options for a new mission for the community that Zylo and I discussed, among other suggestions.
In any case, I have done my best to integrate the various requests and perspectives raised by token holders through WeChat, Telegram and phone calls. I am in full support of the AIP‑21 liquidity‑improvement proposal. This is a well‑structured, pragmatic plan that addresses one of our community’s most critical bottlenecks: insufficient on‑chain liquidity.
As the proposal points out, shallow liquidity pools have long held back community growth. Many token holders have high expectations for the treasury to step in and fix this situation. Using treasury resources for liquidity enhancement is common practice across DAOs in the crypto space, and it represents proactive community management rather than reckless risk‑taking.
I strongly agree with the core logic: we ought to accumulate more $Justice tokens during the current bearish price phase. If we miss this window, the treasury will end up holding too few native tokens when prices rise substantially, leaving the whole community vulnerable to dilution. It is also vital to remember that AssangeDAO operates via its native token $Justice, not ETH. Building up our $Justice reserve gives us safety margins for future governance, product development and unexpected risks, safeguarding the mission handed down by our early donors.
The proposal sets clear guardrails for risk control. Multi‑signers cannot arbitrarily withdraw funds from the liquidity pool. Any major fund exit must pass community voting, except for urgent platform‑security emergencies. The execution rules using CoWSwap TWAP also avoid sharp market swings caused by large‑size orders. These constraints effectively protect the treasury assets.
Regarding strategy, I oppose the small‑scale 10‑ETH trial option. Our community morale is at a key turning point. Half‑measure tests will fail to bring real market heat and external‑capital access. Thank you Zylo for your hard‑work. I believe allocating merely 10 ETH cannot generate enough market momentum. Besides, a 90‑day observation window is far too long and slows our progress.
I propose raising the treasury ETH allocation for liquidity improvement, and cutting the trial observation period to approximately 7 days. A larger capital deployment can draw external attention and bring real market heat. A condensed 7‑day monitoring cycle lets us react quickly to market conditions without stalling the community. This approach serves our goal better and fosters the prosperity of the $Justice token economy.

Regarding this proposal, I and other community members strongly suggest that it should not be enacted, or that the observation period be changed to 7 or 14 days. A 90-day observation period would undoubtedly sentence the entire DAO to death. The multisig holders and community members are highly motivated at the moment, and we should not dampen their enthusiasm. After a 90-day observation window, the project will lose momentum. We would then have to re-engage the multisig parties and rebuild community cohesion. We hope our suggestion will be adopted!
