1、 AssangeDAO 社区是以$Justice 代币为基础介质建⽴的社区,社区能否繁荣,代币的流动性、价格占主要因素.
The AssangeDAO community is founded on the $Justice token as its underlying medium. Whether the community can flourish depends chiefly on the token’s liquidity and price.
2、 社区最初以为 JulianAssange 恢复⾃由⽽成⽴,募集资⾦并为法律诉讼提供了最⼤能量的⽀持,社区成员也⻓期为JulianAssange 的⾃由⽽提供了各种⽀援⾏动,第⼀个阶段的使命,已经完成.
The community was originally established to secure Julian Assange’s freedom. It raised funds and provided the strongest possible support for his legal proceedings, and its members long offered various forms of assistance in the cause of his liberty. The mission of that first stage has now been accomplished.
3、JulianAssange 已经获得了⾃由,并开启新的⽣活.社区应设⽴更⻓期的愿景和使命.并围绕$Justice 为主要介质载体的循环、流通、运⾏构建科学合理的代币经济机制,⽀撑社区新的使命达成、以及为随时欢迎 JulianAssange 先⽣加⼊社区建⽴良好的社区状态.
Mr Julian Assange has regained freedom and embarked on a new chapter in his life. The community should therefore establish a longer-term vision and mission, and develop a scientifically sound and rational tokenomics framework centred around the circulation, utilisation and operation of $Justice as its primary medium and underlying vehicle. This framework should support the achievement of the community’s new mission while also creating a strong and sustainable community environment that would be ready to welcome Mr Julian Assange to join the community at any time.
3、 我们需要确保升级社区愿景和使命以及后续发展的过程中,国库资产具有升值空间、提⾼抵抗恶意提案的能⼒、符合 JulianAssange 先⽣的精神要义、同时兼顾持币⼈的权⼒与权益,让 DAO 在后续运⾏过程中焕发最⼤效率.
As we upgrade the community’s vision and mission and shape its future development, we need to ensure that the Treasury’s assets retain the potential for long-term appreciation, strengthen the DAO’s resilience against malicious proposals, remain aligned with the principles and values embodied by Mr Julian Assange, safeguard the rights and interests of token holders, and enable the DAO to operate with maximum efficiency throughout its future development.

This document sets out a proposed and systematic framework based on the community’s current circumstances. Each major section below may be considered as a standalone proposal and implemented progressively or in stages, or the entire framework may be presented as a single comprehensive proposal for one community vote, with the approved measures subsequently implemented on a phased, item-by-item basis.

提案-20: 社区新使命
AIP-20: New Mission of the DAO
1)前提: 社区的新使命,须以由$Justice 代币提供驱动、承载能⼒作为基础前提条件, $Justice 代币所能包含的含义、内涵和应⽤拓展空间是社区宝贵的财富之⼀,这是传统组织所不具有的能⼒和优势.
Premise: the community’s new mission must rest on the premise that $Justice provides both the driving force and the capacity to carry it. The meanings, substance and scope for further application that the $Justice token can encompass are among the community’s most valuable assets—a capacity and an advantage that conventional organisations do not possess.
2)建议: DAO 的诞⽣、成⽴,是 JulianAssange 先⽣本⼈意志的体现和亲⾃授权,我们期待、邀请、尊重JulianAssange 先⽣本⼈的意愿表达; 或,我们建议社区成员在提议新使命时,尽量符合JulianAssange 先⽣本⼈可能的愿景或意愿,尽量在更⼤维度和更⼤空间考虑可能性.⽐如,加密区块链⾏业的公允价值、安全边际、信⽤等;或,世界范围内的⺠⽣、公平、透明等普世价值观和⾏动范畴.
Recommendation: the DAO’s founding was an expression of Mr Julian Assange’s own will, and was undertaken with his personal authorisation. We welcome, invite and respect any advice or revision he may offer, at any time, as to the community’s mission. We further suggest that, in proposing a new mission,members should align it as closely as possible with what Mr Julian Assange himself might envisage or wish,and should attend, so far as practicable, to fair value, margins of safety and credit within the cryptographic and blockchain sector, as well as to universal values and spheres of action such as public welfare, fairness and transparency worldwide.

提案-21:改善流动性
AIP-21: Improve liquidity
1)加密⾏业中使⽤国库资⾦改善流动性和社区筹码分布,是⾏业内⾮常普遍性的措施和主动积极管理⼿段.
Using treasury funds to improve liquidity and the distribution of community holdings is a very common measure in the cryptographic sector, and a proactive means of management.
2)当前,持币⼈对国库改善流动性池的期待⾮常⾼,普遍反映因为池⼦太浅,是限制社区壮⼤的主要因素.
At present, the holders have very high expectations that the treasury will improve the liquidity pool. It is widely felt that the shallowness of the pool is a factor holding the community back.
3)国库应趁当前币价低迷阶段,待社区批准后在被批准申请额度内通过回购的⽅式持有尽量多的 Justice 代币,避免将来币价⼤幅上涨后,国库反⽽因持有太少⽽被动贬值.
The Treasury should take advantage of the current period of depressed token prices and, following community approval, use the approved allocation to acquire as many $Justice tokens as reasonably possible through buybacks. This is intended to avoid the Treasury being disadvantaged in the future by holding too few $Justice tokens and thereby becoming exposed to greater dilution or loss of value should the token price rise significantly.

We are a community run on a cryptographic token, not a conventional NGO and not a listed company.$Justice, not ETH or any other token, must be the medium through which we operate and the principal means by which we deal with our peers.The treasury’s present holding of $Justice is a very small share of total supply. Improving liquidity gives it the chance to accumulate a far larger position: a clear statement of intent, a reserve for governance and for the risks of future products, and a margin of safety for whatever vision or mission the community adopts next.
5)国库资⾦⽤来为社区改善流动性同时,也会获得持续可观代币收⼊,⽀撑社区实现⻓期愿景和使命的过程中,各项业务运营、产品开发的实现.
Treasury funds will be used to improve liquidity for the community while also generating a steady and substantial stream of token revenue, thereby supporting the long-term realisation of the community’s vision and mission, as well as the ongoing operation of its various initiatives and the development of its products.
6)国库资⾦加⼊流动性池,不承担、不代表或任何暗示任何币价和市值的涨跌,不对任何个⼈在公开市场的投资交易⾏为承担任何⻛险和责任,多签⼈员在⾮紧急重要时刻,不可随时退出流动性池或重新加⼊质押的执⾏权限(只有当交易对⼿⽅平台⾯临安全性⻛险时且必须事后公示并说明原因,除此之外,只有当社区需动⽤池⼦中资⾦且被社区投票批准后才可执⾏退出).
Treasury funds contributed to the liquidity pool shall not assume, constitute, or in any way imply any responsibility for fluctuations in the token price or market capitalisation, nor shall the Treasury bear any risk or liability arising from any individual’s investment or trading activities in the public market. Except in an emergency or other critical situation, the multisig signatories shall not have the authority to withdraw funds from or re-enter the liquidity pool or staking position at their discretion. Such authority may only be exercised where the counterparty platform is facing a security risk, in which case the action must be publicly disclosed thereafter together with an explanation of the reasons. In all other circumstances, funds may only be withdrawn from the liquidity pool where the community requires access to the funds and such withdrawal has been approved through a community vote.

提案-22: 由 Justice 代币驱动和⽀撑的社区志愿者组织与运营⼯作机制.
AIP-22: A Community Volunteer Organisation and Operations Mechanism Driven and Supported by $Justice Token.
1)社区以往的⼯作⼀直由部分贡献者义务性付出为主,后续需⼤量产品开发、运营、社群⼯作、对外合作等常务性劳务,⽽且社区中还有很多有各种技能的志愿者愿为社区建设性⼯作贡献创意和能⼒,有必要围绕$Justice 构建链上志愿者奖励体系,增强社区运⾏动⼒.
Historically, the community’s work has largely relied on the voluntary contributions of a small number of contributors. Going forward, a substantial amount of ongoing work will be required across product development, operations, community management, external partnerships, and other day-to-day activities. At the same time, the community has many volunteers with a wide range of skills who are willing to contribute their ideas, expertise, and capabilities to constructive community initiatives. It is therefore necessary to establish an on-chain volunteer reward system centred around $Justice, providing stronger incentives for sustained community participation and operations.
2)国库⽀出的三种类型:

Volunteer Incentive Expenditure:
A、⽤来激励社区志愿者,⾮⼯资属性,来源为国库 LP 每⽉新增收⼊累积额的 35%.
Used to incentivise community volunteers; this is not intended to constitute wages or salary-based compensation. Funding shall be sourced from 35% of the cumulative monthly newly generated income from the Treasury LP.
B、激励形式为$Justice 代币,不能是 ETH 或 USDT 等任何其它形式代币;
Incentives shall be provided exclusively in the form of $Justice tokens and may not be paid in ETH,USDT, or any other form of token.
C、被激励⼈员范围:开发⼈员、UI 美⼯设计⼈员、主要社群管理⼈员、辅助增⻓⼈员、官⽅账号管理⼈员、提案⼈员、多签、顾问监督⼈员等.Eligible Incentive Recipients: developers, UI and graphic designers, core community managers,community growth support contributors, official account administrators, proposal contributors,multisig signatories, advisors and supervisory personnel, among others.
D、任何⼈可⾃愿报名参加志愿者服务,每⽉所有志愿者团队⼩组内互评、投票表决评价,⽆实质性贡献者和投票表决评价排名最后者退出.
Anyone may voluntarily apply to participate in community volunteer activities. Each month, all volunteer team members will conduct peer reviews and vote on contributions within their respective groups. Those who make no substantive contribution, as well as those ranked last in the voting-based evaluation, will be removed from the volunteer programme.
E、采⽤季度性公开,供社区监督.

Covers day-to-day community operations, internal activities, external partnerships, business development, media relations, on-chain and offline events, and related incentives, funded by up to 65% of the cumulative monthly newly generated income from the Treasury LP.
B、每笔⽀出必须有合法、完整的链上记录或事务证明性凭证.
Every expenditure must be supported by a valid and complete on-chain record or documentary
evidence substantiating the underlying transaction.
C、若责任⼈从国库申请⽀出额度后,造成⼈为丢失,由本⼈负责赔偿国库.
If the person responsible for an expenditure causes a loss after receiving funds from the Treasury,they shall be personally responsible for reimbursing the Treasury for the resulting loss.
D、采⽤季度性公开,供社区监督.

The principal areas include external investments, internally incubated community projects, and expenditure relating to global initiatives. All such expenditures must be aligned with the community’s new vision and mission.

AssangeDAO is established with Mr Assange’s personal authorisation.

He has gained freedom and returned to the public.

If Mr Julian Assange rejoins the DAO, this proposal represents a commitment by all community token holders that he shall bear no responsibility or obligations arising from any specific matters, proposals, fluctuations inthe token price or changes in market capitalisation. Nor shall he bear any legal or regulatory liability, in any jurisdiction or sector, arising from the operation or development of the community.At the same time, in relation to any major action, decision, operation or execution undertaken by the community, this proposal grants Mr Julian Assange the right to supervise, make recommendations, issue requests and exercise a veto, without assuming any associated legal or regulatory risk.

This proposal is a community-initiated proposal and does not require the prior consent of Mr Julian Assange.It shall take effect upon approval through a community vote. Once this proposal has been approved, all subsequent major community proposals shall, by default, be subject to a three-calendar-day waiting period,during which Mr Julian Assange shall have the opportunity to raise any objections. If no objection is expressed within those three calendar days, his silence shall be deemed to constitute consent.

1)若提案“4”获得通过,社区将获得 JulianAssange 先⽣的监督权、建议权、要求权、⼀票否决权.本提案实施的前提是 AIP-23 已被实施.
If Proposal “4” is approved, the community will grant Mr Julian Assange the right to supervise, make recommendations, issue requests, and exercise a veto. Implementation of this proposal is conditional upon AIP-23 having already been implemented.
2)共识单元中,JulianAssange 家⼈@gabrielshiptongabrielshiptongabrielshiptongabrielshipton 先⽣已担任多重签名,拥有了链上否决权限.
Within the Consens@gabrielshiptongabrielshiptongabrielshiptongabrielshiptons Unit, Mr Gabriel Shipton, a family member@gabrielship@gabrielshiptongabrielshiptononof JulianAssange, already serves as a multisig signatory and holds on-chain veto authority.

提案-25: 处理国库 NFT“Clock”
AIP-25: Disposal of the Treasury’s “Clock” NFT
1)国库中持有的““Clock””是社区募集资⾦阶段,⽀持 JulianAsssange 先⽣获得⾃由的历史证明.
The “Clock” held in the Treasury serves as a historical record of the community’s fundraising efforts in support of Mr Julian Assange’s freedom.
2)JulianAssange 先⽣,当时明确表达过,DAO 要持有部分资⾦以运营,因此,通过处置该枚 NFT 有望充盈国库.
At the time, Mr Julian Assange explicitly stated that the DAO should retain a portion of the funds for its ongoing operations. Accordingly, the disposal of this NFT could provide a substantial boost to the Treasury.
3)处置国库的 NFT“Clock”时可考虑邀请“Wau Holland“基⾦会参与拍卖或捐赠.
When disposing of the Treasury’s “Clock” NFT, consideration may be given to inviting the Wau Holland Foundation to participate in the auction or to accept it as a donation.
4)本提案若实⾏,在实⾏期间,社区可期待 JulianAssange 先⽣对处置过程发表意⻅.
If this proposal is implemented, the community may expect Mr Julian Assange to provide his views on the disposal process during its implementation.
5)本提案的实施,是 JulianAssange 先⽣⼀直倡导的公平、公正、透明精神的⼀次实践,也是社区为维护 JulianAssange 先⽣声誉的实践和努⼒表达,更是区块链⾏业加密社区史上唯⼀⼀次成功拯救伟⼤英雄⾏动的闭环.
The implementation of this proposal represents a practical expression of the principles of fairness,impartiality and transparency that Mr Julian Assange has consistently advocated. It also reflects the community’s efforts to uphold and protect Mr Julian Assange’s reputation, and serves as the final chapter in what would constitute the only successful effort in the history of the blockchain and crypto community to come full circle in supporting the rescue of a great hero.
