Summary
Following AIP-15, which established the process for adding two new Multisig Signers to AssangeDAO, this proposal (AIP-17B) initiates the second Snapshot vote to elect one Multisig Signer from the remaining four shortlisted finalists. This aims to restore efficient governance, transparency, and alignment with AssangeDAO’s mission.

Background
AIP-15 addressed governance gaps due to the departure of original Multisig Signers. After a three-week nomination period and two-week community discussion, the Governance Transition Unit (GTU) shortlisted five finalists based on governance activity, community trust, and role fit. This proposal submits them for a Snapshot vote to select the second Multisig Signer.

Roles & Responsibilities
Execution: Execute approved Snapshot proposals on Gnosis Safe within 72 hours.
Accountability: Justify any delays (e.g., legal/security concerns) publicly.
Transparency: Ensure responsiveness and transparent fund flows.

Voting Process
Selection: Vote for one candidate. The highest vote-getter becomes the first Multisig Signer.

Removal Mechanisms
Per AIP-15:

Voluntary Resignation: Allowed with notice and transition support.

Automatic Removal:
Formal resignation.
Proven fund misuse.
Collusion with anti-DAO actors.

Community-Triggered Removal (via Snapshot):
Documented misconduct.
Repeated failure to perform duties.
Security/governance risks.
Violation of AssangeDAO’s values.

Governance Design
Execution: On-chain via Gnosis Safe.
Transparency: Transactions are publicly verifiable.
Treasury: Funds in Gnosis Safe, spent only after Snapshot approval.

Mission Alignment
This proposal restores governance, encourages participation, and ensures transparent execution, aligning with AssangeDAO’s mission.

GTU Dissolution
The GTU will dissolve after electing and onboarding both Multisig Signers (post AIP-17B), per AIP-15.

With this election - is the GTU dissolved or are there other Governance proposals being considered by the GTU?

The original GTU AIP said one thing about dissolution but this one implied the GTU would dissolve after the multisig vote?

However, there are at least three governance proposals posted before this multisig vote? Did a couple not meet a GTU deadline?

Should they have validation reports published as per the original Governance AIP expectation which was voted on by the community?

The GTU AIP stated

  • GTU membership is strictly time-limited to the duration of this transition. (The time limit wasn’t fully defined and how it would be triggered?)

  • The final governance frameworks chosen under AIP-13 must address how official community channels (Telegram/Discord, etc.) are moderated or established. (But AIP -13 became a Proposal about Website Content (I think this happens because the forum gets messy. Not complete?)

I know these are admin issues but this is confusing about who is going to be responsible for completing the above 3 governance issues - the GTU or the new team?

It isn’t clear to me on what AIP-13 was supposed to be.

However the GTU members are now all either elected Multsigs or Proposal Authors.

@SilkeNoa Can you clarify if we missed something from AIP-12, should the community now vote on whether to move to fully on-chain governance (such as Tally)?

Yes they are the same except for the newbies!

Some of people’s comments here indicate they think the GTU is over.

But until a final statement is made, is it - and is Governance considered complete. An official announcement is needed.

Congratulations to Gabriel and Mike on their election. I respect and express support for the election results. I hope the two will assume their duties as soon as possible and lead the community forward. Please promptly add the newly elected multi-signatures to the corresponding signing addresses. @zylo_eth @Gabriel @SilkeNoa @bz404 We have too much work to be done. Please act quickly.

We have seen the multi-signature address provided by versky, but not the one provided by @Gabriel. This is a voluntary initiative and has the support of the community vote. I hope to push the next process forward as soon as possible. Everyone’s time is valuable, and we cannot keep procrastinating and wasting time!
